Cooperation Agreement Between the High Technology Park and Universities

On February 14, a Memorandum of Understanding (MoU) was signed between the High Technology Park (HTP) of the Ministry of Science and Education and Azerbaijan's leading higher education institutions regarding strategic cooperation.

According to the agreement, the teaching of selected SABAH group programs in IT, engineering, and science fields at Baku State University, Azerbaijan Technical University (AzTU), and Azerbaijan State Oil and Industry University will take place starting from 2026 at the newly established "SABAH.city" campus within the HTP area.

In her opening speech, Ulkar Sattarova, Director of the State Agency for Science and Higher Education, provided detailed information on the expansion of the SABAH program based on the President’s Decree on "Expanding the Scope and Financing of New Curriculum-Based Education Programs in Higher Education." She emphasized that the collaboration with HTP, within the framework of the "SABAH.city" innovation campus, would introduce a new approach to the connection between the business environment and science and higher education.

Later, the rectors of Baku State University, Elçin Babayev; Azerbaijan Technical University, Vilayat Valiyev; and Azerbaijan State Oil and Industry University, Rufat Azizov, spoke about the work carried out within the SABAH programs at their respective universities. They emphasized the necessity of applying new approaches to enhance the quality of higher education. The CEO of the High Technology Park, Nihat Macidov, presented on cooperation between "SABAH.city" and higher education institutions, stating that this project would raise the quality of education through modern infrastructure, updated curricula, innovative student assessment systems, and highly qualified faculty.

It is worth noting that this initiative, which includes both undergraduate and graduate students, aims to develop a research- and innovation-oriented academic environment, establish a leading academic ecosystem in the participating universities, and implement innovative educational models to prepare students for the ever-evolving labor market.
